Post subject:  What should byte 8 of the OP UL be?

According to SMPTE-377M it is 0x01

According to RP224 if is the registry version number and so varies with operational pattern.

For all Generalized OPs it is always 1 - no problem.

For Specialized OPs it is unclear what to do. For example RP224 shows the value of byte 8 to be 0x02 but SMPTE-390M refers back to SMPTE-377M for the value which is therefore 0x01.

At the moment it is safest to accept any value of byte 8 on reading OP ULs.

The correct value to write is still less than clear, but I would opt for the RP224 version (i.e. 0x02 for OP-Atom)
